My guess was that the city was repairing a line and in doing so sent muck into the system. Disabling it will result in some disabled or missing features.

Just recently, however, I noticed that the water coming from all the faucets and in the toilets was extremely cloudy. I always wondered if a water filter REALLY makes a difference. %%EOF I now know the answer is YES absolutely.
